LAGOS SEEKS TO AVOID ESCALATION BETWEEN CHILE AND PERU

An effort by Peru to unilaterally absorb more than 17,000 square miles of fish-rich ocean waters has set off alarm bells throughout Chile’s political and business establishments. President Alejandro Toledo of Peru sent a legislative bill to his country’s unicameral Congress last week that proposes a shift in Peru’s maritime border to encompass part of the Chilean Pacific, fishing waters that have traditionally been under Chilean jurisdiction and control. Peru initially tried to open talks with Chile on the maritime dispute in February, 2004. Peru’s Congress will vote on the proposal this Thursday. On Monday, President Ricardo Lagos met with cabinet and military leaders to find a diplomatic solution to the dispute. Although Peru did not discuss the bill with Chile, Chile has adopted a policy of determined diplomacy to bring the crisis to an end.

Part of Chile’s strategy is to involve multinational organizations in resolving the dispute. Government spokesman Osvaldo Puccio is traveling to Argentina and Brazil to explain Chile’s perspective before the Organization of American States (OAS) becomes officially involved. A delegation has also been sent to Ecuador.

September 18th: Chile's Birthday

Today is Chile's birthday. I'm not in Santiago, I'm in Santo Domingo -Chile- at the beach. It's quite cold -as a matter of fact it's freezing- but it's beautiful.

Anyway, in Santiago, Santo Domingo or pretty much any city in Chile the way we spend this day is almost the same. We go to the "Ramadas" eat "empanadas" drink wine and "Chicha" and last but not least dance "Cueca".

But what I really love of these days are the way the houses are dressed up. Houses, buildings -both public and private- have Chiles flag up. The cars on the street put smaller flags on the window shield or next to the lights. The children have gone thru one entire month of dance classes to learn the national dance -and other dances of the different parts of this long, slim country- in many schools they dress up with the costumes and do special acts. My children don't like it much but I do believe it's a way to hold on to our identidy.

I love Chile -we all love Chie- at least on these days. God bless this country and help the leaders to keep it united in an ununited world.

Court paves way for Pinochet trial

The Supreme Court stripped Gen. Augusto Pinochet of immunity from prosecution Wednesday, paving the way for a trial of the former dictator for his alleged role in the disappearance and killing of 15 dissidents during his 1973-90 regime. The court voted 10-6 to strip the 89-year-old of the immunity from prosecution he enjoyed as former president and authorize his trial in the "Operation Colombo" case, Chief Justice Jose Benquis said. That case involved the slaying of 119 dissidents whose bodies were found in neighboring Argentina in 1975, but Pinochet would face charges for only 15 victims whose relatives filed a criminal suit against him. At the time the bodies were discovered, Pinochet's regime said they had died in clashes among rival armed opposition groups. It supported its claim by exhibiting reports in two magazines, Lea of Argentina and O Dia of Brazil. But both magazines published only that issue and then disappeared.

Wednesday's ruling, which cannot be appealed, authorized the judge handling the case, Victor Montiglio, to try Pinochet. Montiglio did not immediately announce his plans. Pinochet was not required to appear in court and remained secluded at his guarded suburban Santiago mansion. His lawyers did not immediately comment.

Two new bird species identified in Colombia

Two new species of birds called tapaculos have been identified in the mountains of Colombia, a conservation group said Tuesday. The shy, dark-colored birds, which live in thick forest, are mostly identified by their songs and it was their calls that distinguished the two new species, BirdLife International said.

Political instability made it difficult to visit the areas where the birds are found, said Paul Salaman of Bogota-based Fundacion ProAves, who helped discover one of the new species. He said experts had suspected the existence of the tiny bird, named the Upper Magdalena Tapaculo or Scytalopus rodriguezi, since the 1980s.

ANOTHER SEPTEMBER 11th IN CHILE

The 11th of september in the United States seems to unit the northamericans, however after 32 years in Chile the violence doesn't seem to go away. Even if the general idea is that this 11th of september was less violent -according to the goverment- one 16 year old boy was killed. By whom? we still don't know. Any way it didn't look like left versus right, it just seemed like pure delinquency and children playing games. Dangerous ones, young people with criminal behaviour which resulted in 41 police injured -10 of them with serious injuries and seven of them by gun shots- lots of vandalism -deliberately damaging thing, both private and public property- and 12o in prison.

Hoy se cumplen cuatro años desde el atentado a las Torres Gemelas en Nueva York. El hecho concreto es que hoy no estamos más seguros que hace cuatro años lo que sí esta claro es que hemos perdido muchos derechos civiles. Inmediatamente después del 11 de septiembre comenzó a implementarse una serie de medidas que afectaron los derechos de los inmigrantes y los derechos civiles en general.

Septiembre 20, 2001: un nuevo reglamento del Departamento de Justicia (DOJ) permite la detención sin cargos durante 48 horas o durante un período “razonable” de tiempo.
Septiembre 21, 2001: el DOJ ordena que los procesos de inmigración, incluyendo las audiencias de deportación y fianzas relacionados con el 11 de septiembre sean totalmente cerrados al público.
Octubre 26, 2001: el presidente Bush firma la Ley Patriota que amplía los poderes del gobierno para realizar allanamientos y detener a sospechosos de terrorismo.
Octubre 31, 2001: el DOJ permite a las autoridades migratorias la detención de inmigrantes aún después que un juez haya ordenado su liberación por falta de pruebas. Esto da como resultado la detención indefinida de muchos.
Noviembre 7, 2001: el Presidente anuncia la creación del Primer Escuadrón de Búsqueda de Terroristas Extranjeros que se encarga de negar la entrada, detener, perseguir y deportar a cualquier persona sospechosa de actividades terroristas.
Noviembre 13, 2001: el Presidente emite una orden ejecutiva creando tribunales militares para juzgar a los extranjeros acusados de terrorismo.
Noviembre 16, 2001: DOJ declara que la identidad y ubicación de los detenidos del 9/11 no será revelada. En ese momento se sospecha que estaban detenidos unos 1,200 hombres, en su mayoría árabes y musulmanes.
Noviembre 19, 2001: la Administración Federal de Aeropuertos requiere que los trabajadores de seguridad tengan la ciudadanía estadounidense. De 28 mil trabajadores, unos 10 mil son inmigrantes.
Diciembre 4, 2001: se realizan audiencias en el Senado sobre las detenciones posteriores al 9/11. El entonces secretario de Justicia John Ashcroft testifica que aquellos que cuestionen las decisiones del gobierno están “ayudando y permitiendo el terrorismo”.
Febrero 4, 2002 : el Presidente presenta una propuesta presupuestal que recorta radicalmente los programas domésticos para destinar fondos a la guerra contra el terrorismo. Se incluye el mayor aumento en el gasto de defensa de los últimos 20 años.
Febrero 25, 2002: el Departamento de Justicia llega a un acuerdo con el de Defensa para que 700 tropas de la Guardia Nacional asistan a la Patrulla Fronteriza en la frontera.
Junio 5, 2002: la Administración Bush propone un nuevo Departamento de Seguridad Interna, que combinaría las funciones de múltiples agencias y constituiría la reestructuración más grande del gobierno desde la Segunda Guerra Mundial.
Julio 11, 2002: el DOJ anuncia que la mayoría de los detenidos luego del 11 de septiembre han sido liberados y muchos de ellos deportados.
Noviembre, 2002: el presidente Bush firma el Acta de Seguridad Nacional, creando el departamento del mismo nombre.
Diciembre, 2002: cientos de personas de Irán y otros países del Medio Oriente son arrestados y detenidos en el sur de California cuando se presentan al llamado del gobierno de “registrarse”. Se cree que más de 500 fueron encarcelados.

Before the America's 9/11, there was another one in Santiago, Chile when the dictator Augusto Pinochet used Hawker Jets to bomb the Presidential Palace on September 11, 1973 to remove the democratically elected President Salvador Allende. As a counter reaction to the bombing, Casagrande, an underground literary organization of young poets born during Pinochet, rented a helicopter and dropped 100,000 poems on the Presidential Palace on March 23, 2001. The military coup of 11 September 1973 divided Chilean society and set in motion a chain of brutal events whose repercussions are still being felt 32 years later. There have been current calls for national unity, but true reconciliation will not be achieved until truth and justice have been fully established.

Background informationOne month before the 30th anniversary of the coup, President Ricardo Lagos of Chile announced his government’s plan for dealing with the legacy of human rights abuses committed under Augusto Pinochet’s military government. These proposals finally addressed the issue of the thousands of victims of torture, who have been calling for official recognition of their suffering and reparations for this most serious human rights abuse.The combined findings of two government commissions established in the early 1990s officially documented 3,197 cases of victims of ‘disappearances’, extrajudicial execution and death resulting from torture under military rule. BACHELET WANTS MORE WOMEN CANDIDATES

Wanda Praamsma of The Santiago Times has a leading story on the need -or wish- of more women in the future of Chile.

Chile’s leading presidential candidate, Michelle Bachelet, scolded her own coalition – the center-left Concertación alliance –for lack of female representation in its deputy and senate candidate lists.

“It looks like women are being left out,” Bachelet said last week, referring to the selection of candidates to represent the Concertación alliance in the upcoming December elections.

The Socialist Party (PS), to which Bachelet belongs, is currently considering six possible female candidates, five for deputy seats and one for a senatorial seat. Still, only three of these six pre-candidates will likely be nominated.

The Party for Democracy (PPD) will have five to eight female candidates running for positions, whereas 20 men are expected to run.

Currently, female representation in Congress amounts to 10.7 percent, much less than Europe’s average of 30 percent female representation in Congress and Latin America’s 15 percent average.

“Progressive parties have marginal female representation, because the men have a monopoly on the power,” asserted Alicia Barrera, the secretary general for the PPD and a strong candidate for the Talcahuano deputy position.

Barrera says that the PPD is has established a regulation requiring a minimum 40 percent female representation within the party’s candidate nomination lists. But this goal is far from being met, because “many of the PPD’s leading members are resisting this change,” Barrera said. “There is wide gap between what Bachelet wants and the party’s response.”

“Our society and Michelle are advancing at a thousand miles an hour, but the parties appear to be restrained, oblivious to what is going on,” she added. According to Barrera, the PPD party is not taking advantage of a great opportunity to become the party with the greatest number of women in Parliament.

Denise Pascal Allende, a PS pre-candidate for a deputy seat in Melipilla, says that Bachelet’s Socialist Party should not have any problems finding female candidates to run for seats in Congress. Like the PPD, the PS also has an internal rule aiming to have 30 percent female representation in the party.

But this is not happening, Allende said, because “women are not highly regarded.”

Allende also believes that Socialists in Chile are not aware of the social changes occurring in the country, which is shown by the current wide support for Bachelet’s presidential candidacy.

“I am completely convinced that if we had more women as candidates, votes for the Concertación would increase dramatically,” Allende said.

Recent polls predict that Bachelet will win the election in the first round of voting. In the Tercera-Feedback poll released August 15, Bachelet had 48.4 percent of the vote, while rightist candidates Joaquín Lavín of the Independent Democratic Union Party (UDI) and Sebastián Piñera of the National Renovation Party (RN) have 19.9 percent and 15.9 percent of the vote, respectively (ST, August 16).

Meanwhile, the “Juntos Podemos Más” leftist coalition confirmed that Carmen Hertz, a well-known human rights lawyer, will be its deputy candidate in District 16, which includes Pudahuel, Quilicura, Colina, Lampa and Til-Til.

The Juntos Podemos Más coalition won 9.3 percent of the national vote in recent municipal races across the country – including the mayor’s position in Til Til – but has yet to win any seat in Congress because of the binomial majoritarian election system bequeathed the nation by the Pinochet regime.

Hertz says her campaign will focus primarily on organizing the people of her district. It will be a tough race for Hertz, though, as she will be running against a popular PS candidate, Dr. Fanny Pollarolo, who is also a well-known human rights activist.

BACHELET: NEW CAMPAIGN FOR ELECTION IN CHILE

The Santiago Times writes an article on the presidential candidate of the center-left Concertación alliance Michelle Bachelet and how she has launched the second phase of her campaign Monday with a new slogan, “I’m with you” (“Estoy contigo”).

Her new campaign slogan aims to create a direct relationship with Chile’s population, using images of real people – babies, pregnant women, workers, elderly people, sick people, and children and teenagers – to convey her message. One photo shows a man holding a small baby with the words “I have an obligation” written below. Another photo is of 12-year-old prize-winning violinist Nelly Avella. She stands, her violin held close to her chest, with the words “I have a goal” in bold below her.

The photos and slogans will be displayed on posters, banners, billboards, t-shirts and pins all over the country until December, when the election takes place. Bachelet, who was a former minister of Health and of Defense for the current government of President Ricardo Lagos, says the campaign posters show how she wants to govern.

20 WOMEN ELECTED IN COLOMBIA

Yesterday I wrote about women in power in Chile, or really de strong posibility of a woman to become President of Chile. Well it seems that not only Chile sees in women a strong leadership. In Bogota, Colombia, the mayor of the city named 20 women to take over the representation of districts and head of the local councils in the same number of cities. But not only are they women, five of them are les than 30 years old. According to a spokesman the election was made according to the individual merits of each candidate. But to make it even more “incredible” the Mayor, Luis Garzón, interviewed the finalists of each group live in a public television channel. A top “reality show”. The curious part is that even in those groups were no women participated, no man was elected. The Mayor asked women to take over and repite the selection. It seems that we finally have our chance, hope we can prove how well we can do it. Good for women.

A Chilean woman has been declared the sole presidential candidate for the ruling centre left coalition. Michelle Bachelet is a member of the Chilean Socialist party. At least 4 different polls show Michelle Bachelet as the leading candidate of the coming presidential election that is slated for next December. With an almost insurmountable distance from her rightist rivals.

According to the CERC (Center for Studies in Contemporary Reality) poll, Bachelet will receive 47 percent of the vote. Trailing far behind are Lavín with 18 percent and Piñera with 17 percent. Piñera has been acused of dividing the right wing. The CEP poll indicated that 45 percent of the voters would choose Bachelet, 22 percent would vote for Lavín and 14 percent for latecomer Piñera. However Piñera seems to be growing.

The numbers reveal the continuing battle between the two rightist candidates, both trying to outdistance the other. The rivals come from parties that are part of the rightist Alliance for Chile political alliance. Political pundits have been giving special attention to the Lavín/Piñera face-off, speculating that should either of the two candidates take a clear lead, it might force his opponent to withdraw from the race.

But this is just begining, and by the looks of it it's going to get more interesting.

REMEMBER, REMEMBER, THE 11TH OF SEPTEMBER

So when you say Chile most people seem to remember Augusto Pinochet. Or simply Pinochet. With Washington's blessing and support, on september 11th 1973 Pinochet set up a military dictatorship that was to last 16 years. It's been some time and Pinochet has been news, for different reasons, health problems, bank accounts with millions of US dollars and human right trails. Every day his followers are fewer, or at least keep as much distance as they can. Kofi Annan to visit Zimbabwe

United Nations Secretary General Kofi Annan has accepted an invitation by President Robert Mugabe to visit Zimbabwe to assess the government's controversial campaign of shack clearances, the Herald newspaper reported on Monday.

Presidential spokesperson George Charamba was quoted as saying Annan had accepted the invitation last Friday following a telephone call to Mugabe.

"Mugabe extended the invitation which Mr Annan has accepted after the UN boss phoned him last Friday just before he [Mugabe] left for China for a state visit," the newspaper reported.
