President Alejandro Toledo of Peru sent a legislative bill to his country’s unicameral Congress last week that proposes a shift in Peru’s maritime border to encompass part of the Chilean Pacific, fishing waters that have traditionally been under Chilean jurisdiction and control. Peru initially tried to open talks with Chile on the maritime dispute in February, 2004. Peru’s Congress will vote on the proposal this Thursday. On Monday, President Ricardo Lagos met with cabinet and military leaders to find a diplomatic solution to the dispute. Although Peru did not discuss the bill with Chile, Chile has adopted a policy of determined diplomacy to bring the crisis to an end. &lt;/div&gt;&lt;div align="justify"&gt;&lt;/div&gt;&lt;div align="justify"&gt;Part of Chile’s strategy is to involve multinational organizations in resolving the dispute. Government spokesman Osvaldo Puccio is traveling to Argentina and Brazil to explain Chile’s perspective before the Organization of American States (OAS) becomes officially involved. I'm not in Santiago, I'm in Santo Domingo -Chile- at the beach. It's quite cold -as a matter of fact it's freezing- but it's beautiful. &lt;/div&gt;&lt;div align="justify"&gt; &lt;/div&gt;&lt;div align="justify"&gt;Anyway, in Santiago, Santo Domingo or pretty much any city in Chile the way we spend this day is almost the same. We go to the "Ramadas" eat "empanadas" drink wine and "Chicha" and last but not least dance "Cueca". &lt;/div&gt;&lt;div align="justify"&gt; &lt;/div&gt;&lt;div align="justify"&gt;But what I really love of these days are the way the houses are dressed up. Houses, buildings -both public and private- have Chiles flag up. The cars on the street put smaller flags on the window shield or next to the lights. The children have gone thru one entire month of dance classes to learn the national dance -and other dances of the different parts of this long, slim country- in many schools they dress up with the costumes and do special acts. My children don't like it much but I do believe it's a way to hold on to our identidy. &lt;/div&gt;&lt;div align="justify"&gt; &lt;/div&gt;&lt;div align="justify"&gt;I love Chile -we all love Chie- at least on these days. Augusto Pinochet of immunity from prosecution Wednesday, paving the way for a trial of the former dictator for his alleged role in the disappearance and killing of 15 dissidents during his 1973-90 regime. The court voted 10-6 to strip the 89-year-old of the immunity from prosecution he enjoyed as former president and authorize his trial in the "Operation Colombo" case, Chief Justice Jose Benquis said. That case involved the slaying of 119 dissidents whose bodies were found in neighboring Argentina in 1975, but Pinochet would face charges for only 15 victims whose relatives filed a criminal suit against him. At the time the bodies were discovered, Pinochet's regime said they had died in clashes among rival armed opposition groups. It supported its claim by exhibiting reports in two magazines, Lea of Argentina and O Dia of Brazil. But both magazines published only that issue and then disappeared.&lt;br /&gt;&lt;br /&gt;Wednesday's ruling, which cannot be appealed, authorized the judge handling the case, Victor Montiglio, to try Pinochet. Montiglio did not immediately announce his plans. Pinochet was not required to appear in court and remained secluded at his guarded suburban Santiago mansion. The shy, dark-colored birds, which live in thick forest, are mostly identified by their songs and it was their calls that distinguished the two new species, &lt;a href="http://www.birdlife.org/"&gt;&lt;span style="color:#ff0000;"&gt;BirdLife International&lt;/span&gt; &lt;/a&gt;said.&lt;br /&gt;&lt;/div&gt;&lt;div align="justify"&gt;&lt;br /&gt;Political instability made it difficult to visit the areas where the birds are found, said Paul Salaman of Bogota-based Fundacion ProAves, who helped discover one of the new species. Even if the general idea is that this 11th of september was less violent -according to the goverment- one 16 year old boy was killed. By whom? we still don't know. Any way it didn't look like left versus right, it just seemed like pure delinquency and children playing games. Still, only three of these six pre-candidates will likely be nominated.&lt;br /&gt;&lt;br /&gt;The Party for Democracy (PPD) will have five to eight female candidates running for positions, whereas 20 men are expected to run.&lt;br /&gt;&lt;br /&gt;Currently, female representation in Congress amounts to 10.7 percent, much less than Europe’s average of 30 percent female representation in Congress and Latin America’s 15 percent average.&lt;br /&gt;&lt;br /&gt;“Progressive parties have marginal female representation, because the men have a monopoly on the power,” asserted Alicia Barrera, the secretary general for the PPD and a strong candidate for the Talcahuano deputy position.&lt;br /&gt;&lt;br /&gt;Barrera says that the PPD is has established a regulation requiring a minimum 40 percent female representation within the party’s candidate nomination lists. But this goal is far from being met, because “many of the PPD’s leading members are resisting this change,” Barrera said. “There is wide gap between what Bachelet wants and the party’s response.”&lt;br /&gt;&lt;br /&gt;“Our society and Michelle are advancing at a thousand miles an hour, but the parties appear to be restrained, oblivious to what is going on,” she added. According to Barrera, the PPD party is not taking advantage of a great opportunity to become the party with the greatest number of women in Parliament.&lt;br /&gt;&lt;br /&gt;Denise Pascal Allende, a PS pre-candidate for a deputy seat in Melipilla, says that Bachelet’s Socialist Party should not have any problems finding female candidates to run for seats in Congress. Like the PPD, the PS also has an internal rule aiming to have 30 percent female representation in the party.&lt;br /&gt;&lt;br /&gt;But this is not happening, Allende said, because “women are not highly regarded.”&lt;br /&gt;&lt;br /&gt;Allende also believes that Socialists in Chile are not aware of the social changes occurring in the country, which is shown by the current wide support for Bachelet’s presidential candidacy.&lt;br /&gt;&lt;br /&gt;“I am completely convinced that if we had more women as candidates, votes for the Concertación would increase dramatically,” Allende said.&lt;br /&gt;&lt;br /&gt;Recent polls predict that Bachelet will win the election in the first round of voting. In the Tercera-Feedback poll released August 15, Bachelet had 48.4 percent of the vote, while rightist candidates Joaquín Lavín of the Independent Democratic Union Party (UDI) and Sebastián Piñera of the National Renovation Party (RN) have 19.9 percent and 15.9 percent of the vote, respectively (ST, August 16).&lt;br /&gt;&lt;br /&gt;Meanwhile, the “Juntos Podemos Más” leftist coalition confirmed that Carmen Hertz, a well-known human rights lawyer, will be its deputy candidate in District 16, which includes Pudahuel, Quilicura, Colina, Lampa and Til-Til.&lt;br /&gt;&lt;br /&gt;The Juntos Podemos Más coalition won 9.3 percent of the national vote in recent municipal races across the country – including the mayor’s position in Til Til – but has yet to win any seat in Congress because of the binomial majoritarian election system bequeathed the nation by the Pinochet regime.&lt;br /&gt;&lt;br /&gt;Hertz says her campaign will focus primarily on organizing the people of her district. One photo shows a man holding a small baby with the words “I have an obligation” written below. Another photo is of 12-year-old prize-winning violinist Nelly Avella. She stands, her violin held close to her chest, with the words “I have a goal” in bold below her.&lt;br /&gt;&lt;br /&gt;The photos and slogans will be displayed on posters, banners, billboards, t-shirts and pins all over the country until December, when the election takes place. Well it seems that not only Chile sees in women a strong leadership. In Bogota, Colombia, the mayor of the city named 20 women to take over the representation of districts and head of the local councils in the same number of cities.  But not only are they women, five of them are les than 30 years old.  According to a spokesman the election was made according to the individual merits of each candidate. But to make it even more “incredible” the Mayor, Luis Garzón, interviewed the finalists of each group live in a public television channel.  A top  “reality show”.  The curious part is that even in those groups were no women participated, no man was elected. The Mayor asked women to take over and repite the selection. It seems that we finally have our chance, hope we can prove how well we can do it. Michelle Bachelet is a member of the Chilean Socialist party.  At least 4 different polls show Michelle Bachelet as the leading candidate of the coming presidential election that is slated for next December. With an almost insurmountable distance from her rightist rivals. &lt;/div&gt;&lt;div align="justify"&gt; &lt;/div&gt;&lt;div align="justify"&gt;According to the CERC (Center for Studies in Contemporary Reality) poll, Bachelet will receive 47 percent of the vote. Trailing far behind are Lavín with 18 percent and Piñera with 17 percent. Piñera has been acused of dividing the right wing. The CEP poll indicated that 45 percent of the voters would choose Bachelet, 22 percent would vote for Lavín and 14 percent for latecomer Piñera. However Piñera seems to be growing. &lt;/div&gt;&lt;div align="justify"&gt; &lt;/div&gt;&lt;div align="justify"&gt;The numbers reveal the continuing battle between the two rightist candidates, both trying to outdistance the other. The rivals come from parties that are part of the rightist Alliance for Chile political alliance. What will happen if we start mistrusting people just because of the color of their skin or their faith? Shouldn't the police have a better way of keeping a country safe. What's worst is that it seems like no one really cares. &lt;/div&gt;&lt;p align="justify"&gt;After having survived the crime ridden slums of Brazil, London seemed to be the perfect, peaceful place for Jean Charles de Menezes to start a new life. Menezes who was 27, and known as “Jem” to his friends, was one of the two children born to a farming family in Gonzaga, a strong mining village 500 miles northeast of São Paulo, Brazil’s biggest city. He grew up surrounded by poverty, according to family members. His father, Matuzinho, an arable farmer and part-time builder, struggled to make a living while his mother stayed at home to look after Jean and his older brother Giovanni.&lt;br /&gt;&lt;/p&gt;&lt;p align="justify"&gt;Menezes worked hard at school, particularly at English, and was also a gifted footballer, friends said. Despite a strong academic record, he left school at 15 so that he could help to support his father who would go through occasional bouts of unemployment. Police shoot you if you run away from them there. According to his supporters it is a political persecution. There is an order for his arrest, after allegations he breached national security by inciting rebellion against the new Government. But this isn't the first time something like this happens en Ecuador. Three presidents have been driven from office in the past eight years. Having lived in Ecuador for sometime I wonder what will happen to this country if its people are unable to elect a president and stand by him. Is democracy to dificult to keep? The problem boils down to a corrupt political class. Honest citezens don't want to participate, and frankly I don't blame them. form of a wall and date back to the Iron Age. &lt;/div&gt;&lt;div align="justify"&gt;&lt;br /&gt;Shahr Yeri is located near Pirazmeyan village, 32 kilometers off of Meshkin Shahr in Ardebil Province. After watching "Finding Nemo" I have to say that jellyfish are something that caught my attention. A few days ago, police were alerted to the arsenal’s whereabouts by some of the colony’s settlers, who were being questioned in connection with human rights abuses that allegedly took place at the enclave during Chile’s military dictatorship. &lt;/div&gt;&lt;div align="justify"&gt; &lt;/div&gt;&lt;div align="justify"&gt;About 50 people from Colonia Dignidad have been interrogated in the past month.On Tuesday, cranes dug near the colony’s guest house and found two bunkers, which contained 85 submachine guns, 60 hand grenades, 14 FAL rifles, 18 antipersonnel mines, 18 cluster grenades, rocket launchers, telescopic sights and lots of ammunition. Sources involved in the dig said that mortar bombs and a land-to-air missile were also found. Also included in the arsenal were rods that can fire ammunition and an Elektric-L camera that had darts hidden in its casing. On Wednesday another weapons container was found, but its contents have not yet been revealed. You can understand where they got this notion from when you consider that the country stretches to the southernmost point of any land mass in the world apart from Antarctica, to a latitude of 56 degrees south. I will post some pictures I was able to take on a trip to Antarctica a few months ago. It's really beautiful.&lt;/div&gt;&lt;div align="justify"&gt; &lt;/div&gt;&lt;div align="justify"&gt;&lt;/div&gt;&lt;div align="justify"&gt;Chile maintains a village of civil population in the white continent, plus 3 bases and 1 meteorological center, 1 investigation center and 4 refuges that operate in the summer. &lt;/div&gt;&lt;div align="justify"&gt;&lt;br /&gt;This territory is of permanent scientific interest. The Antarctic Treaty -which includes 12 countries- establishes the use of the territory only with peaceful porpuse; therefore it excludes the experiments with nuclear weapons and it forbids the deposits of radio-active materials.&lt;/div&gt;&lt;div align="justify"&gt; &lt;/div&gt;&lt;div align="justify"&gt;&lt;/div&gt;&lt;div align="justify"&gt;To give you an idea of how far south this is, consider that South Africa is located at about 35 degrees south and mainland Australia is around 39 degrees south! Lagos arrived at the Diego Aracena airport in Iquique early wednesday morning to meet with government ministers and provide support to the victims of the devastating earthquake in Iquique. The second biggest earthquake in the world so far this year struck in Chile’s Region I on Monday evening at 6:44 p.m. It left 11 people dead – including a 9-month old baby – over 100 injured and countless others without homes. It was the sixth most severe earthquake in Chile’s history.&lt;/div&gt;&lt;div align="justify"&gt;&lt;/div&gt;&lt;div align="justify"&gt;The government recently announced that it – in association with the army and nongovernmental organization el Hogar de Cristo – would send 200 emergency houses to the affected region, to fulfill the basic need for shelter, and that other emergency supplies are being flown to the area.&lt;/div&gt;&lt;div align="justify"&gt;&lt;/div&gt;&lt;div align="justify"&gt;The earthquake measured 7.9 on the Richter scale and caused widespread damage in the Tarapacá, Antofagasta and Copiapó Regions, especially in and around Iquique.The epicenter was 41 kilometers south of Chiapa and 110 kilometers northeast of Iquique, at a latitude of -19° 54’10” and a longitude of -69° 7’40”. The hypocenter – the point within the earth where the rupture starts – was 111 kilometers under the surface.&lt;/div&gt;&lt;div align="justify"&gt;&lt;/div&gt;&lt;div align="justify"&gt;The earthquake damaged or destroyed more than 60 percent of the houses in Huara, a town in the mountains near Iquique. If not here it goes.&lt;/div&gt;&lt;div align="justify"&gt; &lt;/div&gt;&lt;div align="justify"&gt;SANTIAGO, Chile (AP) -- Chile sent cargo planes with medicine and tents Tuesday to a northern Andean region rocked by an earthquake that killed 10 people, including a family of six buried by a landslide. The magnitude 7.9 quake, the world's third-strongest since the temblor that set off the Asian tsunami in December, struck Monday evening, also rattling cities in Bolivia and Peru. The temblor was centered in a sparsely populated area in northern Chile, about 940 miles north of the capital of Santiago. The government's Emergency Bureau said at least 50 people were injured, and many more required attention for panic attacks. The quake caused power outages and disrupted water supplies to parts of the Andean region, officials said. Landslides set off by the quake blocked roads, but military cargo planes flew in 15 tons of medicines, tents, mattresses and blankets, the Emergency Bureau said. Ten people were killed, including an 80-year-old disabled man and a 9-month-old baby, the government said. An entire family of six died in a landslide near the port city of Iquique. Authorities said they had stopped by a road to put flowers where a man had earlier been killed in a traffic accident. Placing flowers at an accident site is a Chilean tradition. Raul Lanas, who lives in the village of Huara, told Radio Cooperativa of Santiago that nearly 60 percent of the houses there were destroyed or damaged. A nurse in the village said more than 20 people required medical aid. The quake near Sumatra in Indonesia that spawned the Dec. 26 tsunami measured 9.0. A deadly 8.7 temblor struck the same area March 28. President Ricardo Lagos cut short a European tour and flew home to deal with the emergency. The tour was to have included visits to Spain and Netherlands. As a matter of fact I feel almost more confortable doing it in what for me is almost natural.
